Temporary Full-Time Communication Officer, Oxford County

Oxford County is seeking a skilled and creative Communication Officer to join their Strategic Communication & Engagement team for an approximately 18‑month temporary full‑time contract. About the Opportunity

Reporting to the Manager of Strategic Communication & Engagement, the Communication Officer supports the effective delivery of communication and public engagement activities across Oxford County programs and services. This position plays a key role in developing digital content, supporting social media, coordinating advertising, and contributing to a wide range of corporate communication initiatives.

This is a 35‑hour‑per‑week, non‑union position with a wage range of $40.01–$50.01 per hour ($72,818.20–$91,018.20 annually).

Job Duties:

▪ Supports the County’s social media activities through issues monitoring, posting, driving engagement, understanding tool/platform knowledge and trends, and advertising

▪ Coordinates media buying across all advertising platforms, including ad contract negotiation and managing ad buys through the County’s purchasing system, spanning print, broadcast, digital and outdoor mediums

▪ Posts content to the Oxford County and affiliated websites

▪ Coordinates print production for corporate publications, brochures, bill inserts, posters and other marketing materials

▪ Develops materials and/or works with external supports and staff resources in the creation of web copy, social media content, news releases, advertisements (including digital/web), articles, internal communications, marketing materials, videos and presentations

▪ Supports or specializes in multimedia communication outputs, e.g., short-form video production, graphic design and layout

▪ Makes recommendations for application of communication tactics, e.g., timing, channels, etc.

▪ Prepares campaign or project summaries that report on communication metrics such as social media statistics, media coverage and digital ad reach

▪ Ensures adherence to corporate identity/brand standards across various applications, such as publications, promotional merchandise, etc.

▪ Participates on various project and special event teams as required

▪ Receives and attempts to resolve service-related complaints, concerns and questions on social media in a timely and responsive manner. Refers and escalates as necessary

▪ Supports the organization’s programs and services by promoting Oxford County’s Strategic Plan, sustainability and well-being plans, best practices, internal policies, and applicable legislation in order to meet service excellence standards and uphold Oxford’s vision, mission and values

▪ Supports key stakeholder communication with area municipalities, agencies and partners, and committees as necessary and appropriate, including managing vendor relationships

▪ Performs other duties as assigned.

Minimum Qualifications:

  • Post-secondary education in Communication, English, media studies or a related discipline

  • Excellent writing ability, including strong editing skills and familiarity with Canadian Press style

  • Experience using graphic design software and/or web content management systems

  • Experience monitoring and developing content for social media

  • Knowledge of relevant municipal communication trends, best practices and legislation

  • Demonstrated ability to deal with multiple deadlines and changing priorities while maintaining accuracy through short delivery times

  • Demonstrated ability to work independently and collaboratively as a team

  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s Competency Framework

  • Experience in a public sector or related setting is preferred

  • An equivalent combination of education and experience may be considered
